Across Mindanao, newly elected officials, barangay leaders, and local government staff face the urgent task of translating local priorities into concrete results. The Mindanao Leadership and Governance Program (MLGP) is designed to support local leaders in crafting and implementing coordinated Executive-Legislative Agendas (ELAs) and development plans that are responsive, inclusive, and aligned with regional and national goals.
Delivered through a combination of online, hybrid, and localized learning formats, the MLGP helps build strong local governance teams equipped with the leadership skills, planning tools, and policy frameworks needed to serve effectively.
The program blends practical governance tools with values-based leadership approaches to equip participants with the competencies needed to address today’s local challenges.

Online: Self-paced learning modules with expert-led sessions and peer learning
Hybrid: Online coursework combined with live coaching and local workshops
In-Person Intensives: Optional leadership bootcamps and planning clinics in select Mindanao cities
The MLGP is open to a wide range of local government leaders and staff across Mindanao, including:
